Die US-amerikanische Polizistin Kathryn Bolkovac kommt im Rahmen der UN-Friedensmission in das vom Krieg zerstörte Sarajevo. Dort soll sie die örtliche Polizei bei deren Arbeit unterstützen. Als sie bei nächtlichen Razzien auf illegal geführte Nachtclubs stößt und die festgenommenen Mädchen auf rätselhafte Weise verschwinden, macht sich Kathryn auf die Suche nach ihnen. Kathryns Ermittlungen deuten auf einen internationalen Verbrecherring hin und führen bis in die obersten Reihen der UN. Schon bald wird Kathryn bei ihren Ermittlungen behindert und gerät selbst in Lebensgefahr.
